activex control installs

we have an internal site that uses an activex control. the site is in trusted sites and i have done everything i can think of to allow non-admin users to install this activex control, but it is still not working when they open IE through a citrix session. i'm assuming there is a separate policy configuration for TS servers but i can't seem to find the right one.
